Should I prime and paint my tail feathers before covering?

I primed and painted all metal surfaces b4 Fabricing - i used the Stewart Systems for fabric and 
it works perfect, even my 17 yo daughter did a wing,  I also converted 2 old LAME's here from the
old system, they now use to the Stewart Fabric System
