Tail surfaces hinges question.

I’m trying to figure out what’s the correct way to connect the tail surface hinges to each other.
Is it better to use clevis pins or 3/16 bolts with Castle nuts?
Should I leave space between the hinge pieces for a washer?

Clevis pins seem a lot simpler, a lot lighter, and take up less space. A nut is a tight fit in some areas. I'm sure either would work, but I'll be using clevis pins & a thin Delrin washer between hinge halves.
